指甲油是用来修饰和增加指甲美观的化妆品，它能在指甲表面形成一层耐摩擦的薄膜，起到保护、美化指甲的作用。

按美国FDA化妆品法规, 化妆品企业可在产品在美国上市之前或上市之后,通过电子系统VCRP或递交纸质文件进行化妆品登记注册. 登记注册后,企业会有一个企业登记号(registration number), 和产品的配方号码（CPIS). 企业需要提供的资料包括企业信息（如名称，地址，负责人，联系方式等），产品信息（如商标，配方，原料CAS 号等）

 化妆品出口美国，或在亚马逊 Amazon, eBay 等平台销售，都有机会被要求进行化妆品注册。

在化妆品VCRP注册时,需要确定产品的种类编号Product Category Code,。每个产品类别代码包括一个两位数的数字，这表示一般的类别，以及一个字母，表示具体的产品类型。例如，要找到婴儿洗发水的产品类别代码，请注意“婴儿产品”是“01”。“婴儿香波在这个类别中被列为“A”。因此，婴儿洗发水的产品类别代码是“01A”。
